Programme Officer for Multilateral Affairs

The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization with the exclusively humanitarian mission to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. It also endeavors to prevent suffering by promoting and strengthening International Humanitarian Law and universal humanitarian principles. The ICRC delegation in Jakarta is seeking an experienced and highly motivated person to fill the above-mentioned position

Responsibilities:

The Programme Officer will support the ICRC’s Multilateral Diplomacy Unit in developing the ICRC’s regional multilateral diplomatic strategy, by:

Assisting the Deputy Adviser in:

  • Developing the Multilateral Affairs file in the region
  • Addressing the Humanitarian Diplomacy priorities of the ICRC in coordination with the Head of Regional Delegation
  • Improving the level of knowledge and acceptance of IHL/IHRL in the region and within ASEAN in particular
  • Developing the network of key interlocutors and opportunities for relevant bilateral meetings
  • Helping to manage speaking invitations for ICRC staff and create external speaking opportunities at multilateral fora, when needed
  • Representing the ICRC at certain diplomatic events
  • Providing input to internal ICRC position papers and developing ICRC’s advocacy tools
  • Writing internal reports and providing analyses when needed

The Programme Officer will also be responsible of:

  • Assisting the Unit with its day-to-day operations
  • Maintaining a comprehensive stakeholder database
  • Liaising with the other ICRC departments in Jakarta, including Management
  • Further developing the Multilateral Affairs internal newsletter
  • Managing the Multilateral Diplomacy Unit’s filing system
  • Acting as the administrator for every Multilateral Diplomacy Unit’s activities
  • Overseeing the day-to-day management of the budget lines relevant to his/her activities, under different programs, reporting on business costs related to these programs and ensuring that all spending is done in accordance with the administrative rules of the ICRC

Requirement

  • Degree in related field: International Relations, Political Sciences, Diplomacy, Public Policy
  • Previous experience or knowledge in programme management and public affairs
  • Excellent interpersonal skills
  • Confirmed communication and organisational skills, and ability to work efficiently and effectively under pressure to meet deadlines and to react within short notice
  • Flexibility and ability to work in teams as well as independently and willingness to travel within the region
  • Demonstrated autonomy, motivation and commitment; ability to deliver within deadlines
  • Computer literate, fluent in oral/written English and Bahasa Indonesia; Knowledge of Chinese, Japanese or other languages like French will be considered an asset

General Duties

All ICRC employees should comply with the following requirements:

  •  Manage the budget attached to the delegation’s multilateral diplomatic objectives in accordance with the ICRC rules and regulations set by the administration
  • Be aware of the ICRC’s and the delegation’s wider objectives and activities
  • Understand the composition, roles and functions of the different members of the International Red Cross and Red Crescent Movement
  • Adhere at all times to the ICRC’s security rules which are in force
  • Respect and observe the staff regulations of the ICRC

Flexibility

In specific circumstances, the ICRC Delegation may request all ICRC employees to perform tasks other than those described in their job descriptions.

  • Excellent organisational, methodical abilities, sense of initiative, pro-activeness and setting priorities
  • Flexibility, patience, diplomacy resistance to stress inherent to a “multi-tasking” job and capacity to adapt to changes
  • Service-oriented, multicultural profile
  • Very good communication skills and at ease with internal and external interlocutors
  • Ability to work within a multicultural team and to integrate him/herself
  • Interest for humanitarian activities (especially ICRC’s)
