Leiden University is investing over 1.4 million Euros in a new program on Global Transformations and the Citizen. The overall aim of this interdisciplinary research cluster is to combine research on global transformations (such as shifting multipolar world order, climate change, pandemics, and new information technologies) with research on governance responses to these challenges. The focus area of Leiden University on Global Transformations and Governance Challenges aims to deepen understanding of these complex processes, including their impacts on citizens and democracy.

In the context of this research cluster, Leiden’s Institute of Security and Global Affairs and Institute of Political Science seek to jointly recruit an Assistant Professor, who will work alongside the newly appointed Chair of Global Transformations and Governance Challenges (Professor Dr. Jan Aart Scholte) and an interdisciplinary research team in order to develop a set of innovative approaches to these problems.

    • How are changing public expectations affecting national governments’ attitudes toward international cooperation, global governance, and openness to cross-border movements?
    • What concrete innovations are necessary to make global governance mechansisms more effective in addressing today’s cross-border issues while ensuring their democratic legitimacy at a time of declining trust in public institutions?
    • How are familiar and emerging cross-border dynamics, as well as the rise of new world powers, challenging existing governance institutions at national and global levels?
  • Teaching two courses per year relevant to global transformations themes;
  • Co-organizing and contributing to activities of the Focus Area “Global Transformations” and the Leiden University Centre for International Relations (LUCIR).

Selection criteria

  • PhD degree in Political Science, International Relations or a related academic area;
  • Demonstrated affinity with the themes of the Global Transformations focus area;

  • An outstanding professional, having a PhD degree in the relevant/allied/applied disciplines, from any academic institutions (not included in A above) / industry, who has made a significant contribution to the knowledge in the concerned/allied/relevant discipline, supported by documentary evidence provided he/she has ten years’ experience.
 For the Post of Associate Professor:
  • A good academic record, with a PhD Degree in the concerned/allied/relevant disciplines.
  • A Master‘s Degree with at least 55% marks (or an equivalent grade in a point-scale, wherever the grading system is followed).
  • A minimum of eight years of experience of teaching and/or research in an academic/research position equivalent to that of Assistant Professor in a University, College or Accredited Research Institution/industry with a minimum of seven publications in the peer-reviewed or UGC-Care /SCI listed journals and a total research score of Seventy-five (75) as per the criteria given in Appendix II, Table 2.

Eligibility

(a) Nationality. A candidate must either be: (i) A citizen of India, or (ii) A subject of Bhutan, or (iii) A subject of Nepal, or (iv) A Tibetan refugee who came over to India before the 1st January 1962 with the intention of permanently settling in India or (v) A person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka and East African countries of Kenya, Uganda, United Republic of Tanzania, Zambia, Malawi, Zaire and Ethiopia and Vietnam with the intention of permanently settling in India, provided that a candidate belonging to categories (ii), (iii), (iv) and (v) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India. Certificate of eligibility will, however, not be necessary in the case of candidates who are Gorkha subjects of Nepal.

(b) Age Limit. 21 to 27 years as on 01 Jan 2020 (Born not earlier than 02 Jan 93 and not later than 01 Jan 99 both dates inclusive).

Note:- The date of birth accepted by the office is that entered in the Matriculation or an equivalent examination certificate. No other document relating to age will be accepted and no subsequent request for its change will be considered or granted.

(c) Educational Qualification. Minimum 55% aggregate marks in LLB Degree (three years professional after graduation or five years after 10+2 examination). The candidates should be eligible for registration as an advocate with Bar Council of India/State. Candidate should be from a College/University recognized by Bar Council of India.

Terms and Conditions of Service

(a) Tenure Of engagement. Selected candidates (Male and Female) will be granted Short Service Commission in the regular Army for 14 years i.e. for an initial period of 10 years extendable by a further period of 04 years. Officers who are willing to continue to serve in the Army after the expiry of period of ten years in Short Service Commission may, if eligible and suitable in all respects, be considered for the grant of permanent commission in the 10th year of their Short Service Commission in accordance with the relevant rules. Those SSC officers, who are not selected for grant of PC but are otherwise considered fit and suitable, will be given options to continue as SSCOs for a total period of 14 years (including the initial tenure of 10 years) on expiry of which they will be released from the Army.

(b) Period of Probation. An officer will be on probation for a period of 6 months from the date he/she receives his/her commission. If he/she is reported on within the probationary period as unsuitable to retain his/her commission, his/her services may be terminated any time whether before or after the expiry of the probationary period.

(c) Ante Date Seniority. No ante date seniority will be granted.

(d) Termination of Commission. An officer granted Short Service Commission will be liable to serve for ten years but his/her Commission may be terminated at any time by the Government of India for:-

  1. (i)  Misconduct or if his/her services are found to be unsatisfactory, or
  2. (ii)  On account of when found medically unfit, or
  3. (iii)  If his/her services are no longer required, or
  4. (iv)  If he/she fails to qualify in any prescribed test or course.
  5. (v)  An officer may on giving 03 months notice be permitted to resign his/her commission on compassionate grounds of which the Government of India will be the sole judge. An officer who is permitted to resign his/her commission on compassionate grounds will not be eligible for terminal gratuity.

(e) Reserve Liability. Short Service Commission Officers on release before or expiry of contractual length of service will carry reserve liability to serve the Army for five years plus two years on voluntary basis or up to the age of 37 years for women and 40 years for men whichever is earlier.

5. Training. Duration of training is 49 weeks at OTA, Chennai.

(a) Selected candidates will be detailed for training at OTA, Chennai according to their position in the final order of merit, up to the number of available vacancies, subject to meeting all eligibility criteria.

(b) Candidates will neither be allowed to marry during the period of training nor will he/she be allowed to live with parents/Guardians. Candidates must not marry until they complete the full training at the Officers Training Academy. A candidate, who marries subsequent to the date of his/her application, though successful at the Services Selection Board interview and medical examination, will not be eligible for training. A candidate if he/she marries, while under training, shall be discharged and will be liable to refund all expenditure incurred on him/her by the government.

Joining:
The selected lawyer will join the New Delhi office for the duration of the 3-year term, and work on the extensive India portfolio plus other countries to be determined by the Chief Counsel. The selected lawyer will be expected to be willing to travel to all countries in the areas covered by LEGES.

The selected lawyer will work under the immediate supervision of the assigned LEGES Senior or Lead Counsel and report to the Chief Counsel, LEGES, based in Washington, DC. The work program will primarily be project finance-based, supporting World Bank investments in all sectors and all countries and will also include advising country management on operational, institutional and other matters that arise from time to time in the country offices. Job Description:

The Senior Counsel position requires demonstrated ability to apply rigorous analytical skills, to work harmoniously in a team, and to exercise good judgment within a broad range of contexts. The level and quality of these skills will be a determining factor in the selection for the position, and references will be given consideration in this determination.

The Senior Counsel will work under the immediate supervision of the assigned LEGES Senior or Lead Counsel, and will function as the principal legal advisor to the India country management unit during the assignment to the New Delhi office. The Senior Counsel will be expected to:
•Cover a broad portfolio within a functional area, providing advice to management and clients on legal and policy issues in one or more areas of concentration;

•Draft, review, negotiate and finalize all legal documents for the World Bank’s operations under the Senior Counsel’s portfolio;

•Take part, and actively participate, as representative of LEGES, in India’s Portfolio Quality Management Team and/or Country Leadership Team;

Selection Criteria

Preferred Education/Experience:

•An LL.B. degree, J.D. or equivalent, with a minimum of eight (8) years of relevant experience, and admission to the Bar (or equivalent) in at least one jurisdiction is required.

•A Masters Degree in law (LL.M.) is required.

•Continuous experience in a reputable private sector law firm (especially transactional work) and/ or with an international financial organization is a strong plus.

•Fluency in written and spoken English is required. Applicants will be asked to undertake a drafting exercise as part of the selection process.

•Additional languages (French, Spanish or Portuguese) are a strong plus.

General competencies required:

•Excellent legal research, writing, drafting, analytical and communications skills;

•Excellent interpersonal skills;

•Experience in administrative and contract law, in transactional legal work and/or preparation and negotiation of legal agreements;

  1. i)  Candidates for the above specified posts are required to make ‘Online Application Fee Payment’ amounting Rs.500/- (Rupees five hundred only) (Non-refundable). SELECTION PROCESS:

  1. Selection process may include written test and/ or personal interview.

VII. SURETY BOND:

Selected candidates will have to execute a bond of Rs. 50,000/- (Rupees fifty thousand only) to serve the company for at-least three years.

VIII. GENERAL TERMS AND CONDITIONS:

  1. Only Indian nationals are eligible to apply.
  2. All qualifications should be full-time regular from the Universities /Institutes, recognized by the UGC/AICTE or appropriate statutory/ regulatory bodies, wherever applicable.
  3. For computations of age / minimum experience requirement shall be done w.r.t. the last date of receipt of applications i.e. 10-07-2019. The date of declaration of result / issuance of marks sheet shall be deemed to be the date of acquiring the qualification and there shall be no relaxation on this account. Post qualification executive experience, on a post / level, wherever applicable, shall be counted only from the said date onwards.
  4. Wherever CGPA/OGPA/DGPA or Letter Grade in a degree/ diploma is awarded, its equivalent percentage of marks must be indicated in the application form as per norms adopted by University/ Institute. Please also obtain a certificate to this effect from the University/ Institute, for submission at the time of interview.
  5. PWD candidates will be permitted to engage Scribe in accordance with the Govt. norms prescribed in this regard and they have to make their own arrangements for the same.
  6. In order to restrict the number of candidates to be called for interview and/or screening test, if so required, the Management reserves the right to raise the minimum eligibility standards / criteria. Management may also relax / lower the qualifying standards / criteria in case suitable candidates are not available.
  7. Depending on the requirement, the Company reserves the right to cancel / restrict / curtail / modify the number of vacancies and recruitment process, if deemed necessary in the interest of the Company, with or without further notice and without assigning any reason thereof. STEP- II:

  2. b)  The candidate should now login and fill up all the information asked in the on-line form about himself/herself correctly. c) On successful submission of on-line application, candidates are advised not to attempt for re-registration for the same post. In case of multiple registrations for the same post, the one with the highest registration number will be considered as the final application. Candidate is required to download the online form generated by the System with unique registration number, which may be retained for future reference.

STEP- III (Submission of Application Fees):

On completion of Step-II, after minimum of 24 to 36 hours candidate needs to Login and Click on “Make Online Payment” link and deposit the requisite application fee (as applicable) through On-line mode only.

XI. METHOD FOR SUBMISSION OF APPLICATION FEE

Candidate needs to re-login and click the link/tab “Make Online Payment” active after 24 to 36 hours of submission of the application. XII. ACTION AGAINST MISCONDUCT

  1. (i)  Candidates are advised in their own interest that they should not furnish any documents/information that are false, tampered, fabricated or should not suppress any material information while filling up the “on-line” application.
  2. (ii)  At any stage of recruitment or later, if a candidate is or has been found guilty of any misconduct such as:
    1. a)  Using unfair means during the examination; or
    2. b)  Impersonating or procuring impersonation by any person; or
    3. c)  Misbehaving in the examination hall; or
    4. d)  Resorting to any irregular means in connection with his/hercandidature during selection process; or
    5. e)  Using undue influence for his/her candidature by any means;or
    6. f)  Submitting of false certificates/ documents /information orsuppressing any information at any stage; or
    7. g)  Giving wrong information regarding his/her category(SC/ST/OBC(NCL)/PWD/Ex-Servicemen while appearing inthe examination or thereafter; or
    8. h)  Writing irrelevant matter including obscene language orpornographic matter in the script(s); or

    10. j)  Possessing any form of textual material / handwritten (or typed) pages etc. in addition to rendering himself/herself liableto legal/criminal prosecution will also become liable to be:
      i) Disqualified from the examination and /or ;
      ii) Debarred either permanently or for a specified periodfrom any exam/recruitment and /or
